Richard C. Chapman Obituary

Richard Chapman of Niantic gentley passed away on March 31, 2009. Born in New London, Richard (Dick) was the son of Audrey and Curtis Chapman.

Mr. Chapman served as a civilian employee of the Naval Undersea Warfare Center and its predecessor organizations for 34 years in increasingly responsible positions. He started his career as a senior systems engineer supporting the development of surface ship sonar systems and created a group that developed system operating guidelines and trained Fleet officers and enlisted personnel in their use. He served on the staff of several operational Fleet commands culminating with a tour as Science Advisor to Commander Submarine Forces, Atlantic. He initiated and led the Combat System Analysis and Modeling Group that supported the system modernization and technology investment strategies for all major attack submarine classes, and then became the Director of Undersea Warfare. He was the US Group Leader of a five country Technical Cooperation Program (TTCP). He then worked at Analysis and Technology for a number of years and joined Rite-Solutions in 2000 where he continued to play a key role in assessing new submarine and USW mission requirements and technology innovations and engineering alternatives to meet future needs. Over the last 20 years, Mr. Chapman has developed a widely praised Submarine Combat Systems course taught as part of the MIT's Summer Program. Over his career, MR Chapman developed a national and international reputation for his systems analysis and
top level systems engineering skills. These skills were extensively relied upon by senior Navy resource, acquisition and technology leaders to assess operational requirements implications, conduct benefit tradeoff evaluations, and support the initiation of new undersea warfare programs.

Equally important to these accomplishments was his role as a mentor and advisor to others. He was particularly involved in helping nurture younger employees and supporting them in their professional development. By so doing he helped create a new generation of leaders to shape the organizations he was in and better support our national security.

He was an avid chef and gardener. He was most proud of his title of "Gramps" bestowed upon him by his grandchildren. His generosity and great story telling were enjoyed by all. He traveled extensively throughout his long prestigious career.

He was the husband of, Donna Chapman of Niantic. He is survived by his brother Donald Chapman and his wife Maureen, of East Haddam; his daughter, Kym O'Brien and her husband Tim of Wilbraham, MA. He is also survived by his two grandchildren, Colin and Sarah.

A Mass of Christian Burial will be celebrated on Saturday April 4, 2009 at 9 O'clock in St. Mary Star of the Sea Church Huntington Street New London. Interment will follow in Jordan Cemetery Waterford. Calling hours will be held on Friday evening from 5 to 8 pm at the Thomas L. Neilan & Sons Funeral Home 12 Ocean Avenue New London, CT.
